Capital One
As Chief Information Officer, Gregor
Bailar serves as Capital One’s chief IT strategist with responsibility
for all the company’s technology activities globally. Mr. Bailar focuses
on all the systems that enable Capital One’s Information-Based Strategy
(IBS), leading a 3,000 member, industry-recognized, technology team that
supports global expansion, enhances the alignment of technology
solutions with critical business needs, and delivers state-of-the-art
service for more than 45 million customers. Mr. Bailar also is part of
Capital One’s Executive Leadership team reporting to the Chairman and
CEO, Richard D. Fairbank.
Mr. Bailar’s expertise in IT comes from
more than 15 years in strategic technology roles. Prior to his current
position, Mr. Bailar spent four years at the
Nasdaq Stock Market as CIO and EVP for Operations and Technology.
Mr. Bailar was responsible for all aspects of technology
and operations at Nasdaq and played a pivotal role in Nasdaq’s expansion
activities into Europe and Asia as well as the overhaul of many of its
major systems. Mr. Bailar was also Chairman and
Founder of IndigoMarkets Inc., a software development subsidiary in
Chennai, India.
Mr. Bailar joined Nasdaq after four years at
Citicorp, where he served as Managing Director of Advanced Development
for Global Corporate Banking. At Citicorp he was responsible for
oversight of all major technology expenditures and initiatives and the
management of the overall technological direction and strategy of
Citicorp’s Global Banking Business. Before his tenure at Citicorp, Mr.
Bailar served in key strategic and management positions at Perot Systems
Corporation, Trirex Systems, Inc., Next Computer and Hewlett Packard.
A well-respected IT
thought leader, Mr. Bailar serves as a judge for CIO Enterprise Value
Awards and was named by CIO and Computerworld as one of
the Top 100 CIOs and IT Influencers of the next millennium. Mr. Bailar
was also recently selected by Future Banker magazine as “One of
the Hottest CIOs in Financial Services” and by the
CIO Forum as one of the “Top 20 Most Influential Financial IT
Executives 2002- 2003”.

Mr. Bailar currently sits

Mr. Bailar earned a
Bachelor of Arts degree in electrical engineering from Dartmouth
College. He currently lives with his family in McLean, Virginia.
Kevin G. Coleman
is a seasoned technology executive with nearly two decades of
experience. He brings with him a unique perspective on management,
technology, and the global business environment. He was the Chief
Strategist for Netscape, and has worked for leading consulting
organizations such as Deloitte & Touché and CSC Consulting.
During his career, he has consulted in more than a dozen countries and
almost thirty states. Additionally, he has personally briefed fifteen
executives from the Global 100 and nearly 400 CEO’s worldwide. He served
a two year term on the strategic advisory board of the National
Technology Transfer Center (NTTC), the organization responsible for
commercialization of all government sponsored research. In addition,
members of both the House and the Senate have been briefed by Coleman on
issues surrounding business and technology--specifically privacy issues
surrounding electronic capture of personal data, and cyber terrorism
implications.
Currently, Coleman is a technology strategist and advisor for two
executive think tanks – Technolytics & Intelomics. He is a strategic
advisor to multiple companies and holds several board positions. This
includes a third year on the strategic advisory board for the University
of Pittsburgh Limbaugh Research Center, and a fourth year working with
the John Hopkins University Applied Physics Lab. His position at Hopkins
is Chairman of the Information Processing and Management review board
which is part of the Science and Technology Advisory Panel upon which he
sits as well. Finally, he is a regular author on Intelligence and
Technology for an International Intelligence Magazine (Eye-Spy), and
covers Technology and Homeland Security for Directions Magazine.
Chief Security Officer, Commonwealth of
Virginia
Jeff Deason comes to Virginia from Chattanooga, Tennessee by way of
Atlanta, Georgia, with experience in the military, private, and state
sectors. A graduate of Kennedy Western University, Jeff is also a
Certified Information Systems Security Professional (CISSP).
Having a wide range of experience with various business entities, Jeff
worked most recently at the Georgia Department of Revenue (DOR) as an
Information Security Officer and Network Operations Manager. While at
this agency, he managed million-dollar projects, stabilized network and
server environments and redesigned the communications infrastructure.
Prior to being employed by DOR, Jeff worked in private industry and was
responsible for technical infrastructure planning and administration, as
well as designing and deploying various IT service solutions.
Jeff has completed training in many areas including supervision and
leadership, strategic planning, and managing various operating systems
and networks. He holds several security certifications and sits on the
Council of Advisors and the Georgia Electronic Commerce Association. He
also served in the United States Air Force.
Deputy Director of the National Cyber Security Division, U.S.
Computer Emergency Readiness Team (US-CERT) for the Department of
Homeland Security.
Mr. Hale has been
active in the Information Assurance community since 1996, when he served
as an Information Assurance Action Officer focusing on secure
interoperability issues on the Joint Staff. While at the Pentagon, Mr.
Hale was a member of the Joint Staff Information Operations Response
Cell during a number of cyber events and exercises which helped shape
the U.S. Government’s computer security policy.
In January 1999 Mr.
Hale became the first military officer assigned to the National
Infrastructure Protection Center (NIPC). While at NIPC, he worked to
improve the process of issuing warnings about cyber-related events, and
served on the Y2K task force in the FBI.
As Director of the
Federal Computer Incident Response Center (FedCIRC), he received Federal
Computer Week’s 2003 Federal 100 Award for his contributions as an
Information Technology leader.
Mr. Hale retired from the U.S. Navy as a Commander
in May 2001. He has a Masters Degree in National Security and Strategic
Studies from the Naval War College, and a Masters in Aeronautical
Science from Embry-Riddle Aeronautical University.
Jeff Zimmerman is a Vice President in Gartner
Consulting, where he is part of the Enterprise Risk Management practice.
He leads the Information Security service offering, and has been leading
the new Regulatory Compliance service offering until a leader is
appointed. Jeff focuses on a wide range of security issues, including
assurance, commercial uses of cryptography, emerging cryptographic
solutions, internet backbone quality of service, and physical security.
