First elected to the Virginia House of Delegates (27th district) on
March 8, 1994, Sam received 79% of the vote in a three-way race. He has
served 5 consecutive terms. His four committee assignments include
Health, Welfare & Institutions, Labor & Commerce, Science & Technology
and Finance. He is a member of the Joint Commission on Technology and
Science and co-chairs the Integrated Government Advisory Committee. In
1998 he was appointed to the Governor's Digital Opportunity Task by the
Governor. Sam is a past Co-Chairman of the Central Virginia Legislative
Caucus and is the Treasurer of the Virginia Joint Republican Caucus. He
also serves as an assistant floor whip and is on several leadership
committees within the majority caucus.
During his service as a state legislator, Sam has achieved an average
90% voting record from Virginia Free, an independent non-partisan
association committed to preserving a favorable business climate in
Virginia. In 1999 his Virginia Free business rating placed him 2nd out
of 100 delegates on his knowledge of business issues. He has also
established a reputation as one of Virginia's most knowledgeable
legislators on technology related issues. In 1995 and again in 1999 he
was named one of Virginia's 'Tech 10' Legislators by the Northern
Virginia Technology Council for his leadership on technology-related
issues. In 1998 he was named 'Legislator of the
Year' by The Family Foundation of Virginia. That same year he was named
'Delegate of the Year' by the Virginia Fraternal Order of Police.
Sam is the Director of Delivery for TCSC - The Computer Solution
Company, as Midlothian-based systems integrator and Microsoft Gold
Partner. Previously he was Director of Business Development for Whitlock
ebs. From 1985 to 1991 he managed the Mid-Atlantic
Public-Sector Pre-Sales team for Unisys. In addition, he has worked as
an I.T. Director, project manager, software developer and network
systems administrator.
Sam graduated with a BBA from James Madison University in 1980.
